DC Office of Neighborhood Safety and Engagement: Using photo and video to give voice to unheard populations

See how Black Digital supported ONSE across remembrance events, men's wellness outreach, and multi-cohort Pathways photography and video.

Overview

ONSE runs programs that touch violence prevention, grief, mental wellness, workforce development, and community safety, and each one calls for a different communications posture. Remembrance Day materials need dignity and restraint. Men’s wellness outreach needs language that feels human, not institutional. And the Pathways cohorts needed sustained documentation across interviews, government-building shoots, and graduation ceremonies stretched over nine-week cycles.

Black Digital supported the National Day of Remembrance for Homicide Victims with event marketing and remembrance materials, developed outreach for men’s support and mental-wellness programming built around honest, judgment-free community conversation, and documented Pathways cohorts through multi-location photography and videography, capturing mock interviews, Wilson Building sessions, team events, and graduations. Post-production turned that footage into documentary edits, ceremony cuts, highlight videos, and short-form reels. The production model flexed to match what each program actually needed: restraint for public remembrance, trust-building language for wellness outreach, and full multi-camera field production for Pathways, spread across interview audio, event coverage, and post spread across the whole cohort cycle.

Results

  • For Cohort 18, which Black Digital documented, ONSE reported 27 participants enrolled and 25 completing Phase One
  • Cohort 18 participants earned 25 OSHA, 24 flagger, and 22 CPR certifications
  • Verified Cohort 17 and 18 production scope included documentary films, ceremony edits, three-to-five-minute highlights, 90-second reels, and graduation photography
  • The graduation ceremony used a cohort highlight video to show participants’ progress to family, friends, and ONSE staff, and the client called the footage a strong promotional resource

ONSE now has a reusable visual record that can recognize participants, show the Pathways experience to families and partners, and support future program promotion. The FY2025 report confirms the scale of the cohort documented here; Black Digital captured and packaged those stories, not the enrollment, certification, or employment outcomes themselves. The work shows how public-sector storytelling can support recognition, recruitment, and institutional memory all at once, without losing the sensitivity each program calls for.
